Climate Change and Policy Making in India |
The Climate Change Performance Index (CCPI) is an important global tool designed to evaluate and rank countries based on their climate protection efforts and their ability to combat climate change. The CCPI measures the effectiveness of climate actions taken by nations in the areas of greenhouse gas emissions, renewable energy use, energy consumption, and policy. Therefore, it plays a tremendous value in understanding the current affairs of the global discussion on limiting the effects of climate change and the measures taken by governments to adopt their policies according to international climate goals like the ones established in the Paris Agreement. The rankings of countries in the CCPI provide an essential view into how various nations are performing in terms of climate action, highlighting both leaders and laggards in the fight against climate change.
This topic is relevant to General Studies Paper III (Technology, Economic Development, Biodiversity, Environment, Security) of the UPSC Exams. The analysis of global climate actions and India's position in such global assessments is highly relevant to environmental policy discussions and international relations. UPSC also asks questions based on reports, ranks, and policies. Hence, understanding the global climate change performance index helps in prelims and mains.

The Climate Change Performance Index is an annual global assessment issued by Germanwatch, a non-profit organization whose primary focus is the protection of the global environment. The Index assesses the countries on what progress they are making regarding greenhouse gas emission reductions, enhancing renewable energy, and improving their climate policies in general. CCPI ranks the performing countries from "very low" to "very high," with emphasis on actions taken rather than mere pledges. The CCPI is an important tool for doing comparisons between the performances of nations in climate change and, thus, serves to push these countries to take-on more ambitious measures toward achieving the targets set by internationally recognized agreements such as the Paris Agreement.
