Given:

The speed of the man in still water is 18 km/h.

The time to row upstream is twice the time to row downstream.

Concept:

Let the speed of the stream be x km/h.

Speed upstream = (18 - x) km/h

Speed downstream = (18 + x) km/h

Since time is inversely proportional to speed, and the time to row upstream is twice the time to row downstream, we can use the relationship between upstream and downstream speeds.

Formula Used:

Time ratio = Speed ratio

Calculation:

Given, time to row upstream = 2 × time to row downstream

⇒ (18 - x) = (1/2) × (18 + x)

⇒ 2(18 - x) = 18 + x

⇒ 36 - 2x = 18 + x

⇒ 36 - 18 = 3x

⇒ 18 = 3x

⇒ x = 6

∴ The rate of the stream is 6 km/h.
