Spacing of sleepers(S) = (length of 1 rail * 100) / number of sleepers (cm)
Optimum depth of blast cushion = (S - W ) / 2

CALCULATION
Number of sleepers = 13 + 3 = 16
Spacing of sleepers(S) = 13 X 100 / 16 = 81.25cm
