What is the State Public Service Commission (SPSC)?

The State Public Service Commission is an administrative body unique to every state of India. Its primary role is to conduct examinations and interviews to recruit candidates for various services within the state's civil administration. Each State Public Service Commission operates independently, ensuring recruitment processes adapt to the specific needs of each state. 

Composition of State Public Service Commission

The State Public Service Commission comprises a Chairman and several other members. The strength and composition of the SPSC can vary according to the needs of the respective state. However, the composition aims to reflect a broad and balanced representation from various fields of public life, including academics, public administration, and professional experts, to enhance the holistic functioning of the commission.

Primary Functions of State Public Service Commissions

There are different types of functions performed by state public service commissions of different states. These are some of the common primary functions performed by these constitutional bodies:

  • Recruitment of Civil Servants and Other Employees: State Public Service Commission conducts various civil services competitive examinations for the recruitment of civil servants to recruit candidates for various state government departments and services, such as the State Administrative Service, Police Service, Forest Service, etc. It also conducts special recruitment examinations for specific positions or to fill vacancies as they arise, SPSCs may organize special recruitment drives.
  • Advisory Role: State Public Service Commission gives recommendations on appointments and promotions. It advises the state government on matters related to appointments, promotion and transfers of state government officials and employees. Appointment of Members in State Public Service Commission

As per the Constitution of India, the Governor of the respective state appoints the Chairman and other members of the SPSC.   • If there is any misconduct on the part of the Chairperson or member.
  • In case of misconduct, the matter is referred to the Supreme Court for an inquiry. The decision of the Supreme Court is binding on the President.
