Given: P, Q, R, S, T, U and V are sitting around a circular table facing the centre.

1) Only one person sits between P and V when counted from the right of P.

2) Only one person sits between V and U.

He then takes a left turn and drives 3 km.

He then takes a left turn and drive 5 km.

He then takes a right turn and drives 8 km.

He takes a final right turn, drives 9 km and stops at point P. 

Thus, Kapil should drive 12 km (1 km + 3 km + 8 km) in the south direction in order to reach point A again.

Hence, "Option 4" is the correct answer.
